Home care is not currently available to Canadians on a universal
basis; it falls outside of the realm of Medicare. Provinces vary
in the services they offer, eligibility criteria, and the extent
and whether user fees are charged. Depending on the province or
territory, public home care programs are administered by either:
- provincial or territorial health departments, or social service departments
(where these are distinct from health departments), or
- local community or regional health boards.
Public home care programs are available on the basis of eligibility criteria,
which also vary from jurisdiction to jurisdiction. Canadians who meet the eligibility
criteria receive professional services at no charge, although there may be some global
resource limits that restrict them from receiving the level of service they have been
assessed to need and are required to pay user fees, based on an assessment of income.
